Why would it have been easier for Tally to activate the pendant when she got to the Smoke? Explain.
She waited too long. She became friends with all the people who lived at the Smoke, and now she feels guilty. She realizes that she would be a traitor to them. She is saying it's easier to hurt someone when your not fond of them.

I agree, it is easier to hurt someone when you don't know them well. It's one of the tricks our consciences play on us: get to know people and you won't want to hurt them.
